PACE has considerable experience representing state and local governments in Washington, DC. The gridlock in the federal government means that now, more than ever, state and local governments play a vital role in developing policy. We excel at helping governments navigate the federal budget uncertainty and delivering resources to protect successful implementation of local priorities. Our deep personal relationships with Members of Congress and senior Administration officials amplify the impact of requests from elected leadership, and we have longstanding ties to senior staff to ensure that those requests are executed.

Over the last thirty years, PACE partners have worked for state and local governments to secure reimbursements for local hospitals, and procure grants and protect military installations from Base Realignment and Closure (BRAC). Our work to cultivate a coalition of public hospitals to advocate for a more balanced reimbursement formula under the Disproportionate Share Hospital Program for facilities with high medically indigent populations was particularly impactful, resulting in millions of dollars of new income for some of the most important medical facilities in our nation. Today, PACE continues to advocate on behalf of our governmental clients in the Farm Bill, surface transportation bill, and appropriations and tax legislation.

Select Accomplishments for State and Local Government Clients:

PACE represents a mid-sized joint powers authority focused on delivering transportation infrastructure to the region in a way that reduces congestion and emissions while facilitating economic growth. Through our advocacy, PACE assisted the client in winning a competitive federal grant, obtained delivery of congressionally directed funding for a separate project, and secured inclusion of congressionally directed funding for five projects in pending appropriations bills. PACE has also built strong relationship between the client and its congressional delegation, resulting in project site visits, regular meetings, and collaboration in developing legislation impacting the client.

Federal advocacy is not just about bringing in new money; clients know they can also count on us to secure reliable information about when funding for critical programs will not be available. This was particularly important during COVID, when one of our larger governmental client’s budget proposed factoring in federal housing funds. Through close work with senior staff at the Department of Treasury, PACE learned that our client was
expected to secure only a fraction of the money they were counting on. While not a pleasant conversation, the Client was able to adjust their internal budgeting to ensure that critical housing programs experienced minimal impact even during this difficult time.
